#### 1. Cook the Beef Tips:
1. **Brown the Beef**: Heat the olive oil in a large skillet or Dutch oven over medium-high heat. Add the beef tips and sear them on all sides until browned, about 5-7 minutes. Remove the beef and set aside.
2. **Sauté the Onions and Garlic**: In the same pan, add the chopped onions and cook until softened, about 3-4 minutes. Add the minced garlic and cook for another minute until fragrant.
3. **Add the Liquid**: Stir in the beef broth, Worcestershire sauce, soy sauce, and thyme. Scrape the bottom of the pan to release any browned bits. Return the beef tips to the pan.
4. **Simmer**: Add the bay leaf and bring the mixture to a simmer. Cover the pan and cook on low heat for 1-1.5 hours, or until the beef is tender and the sauce has thickened. Stir occasionally to ensure it doesn’t burn. If needed, add a little more broth or water to keep the sauce at the desired consistency.
3. Make the Garlic Butter Rolls:
1. **Preheat the Oven**: Preheat your oven to 375°F (190°C).
2. **Prepare the Dough**: In a large bowl, combine flour, baking powder, salt, and garlic powder. Add the milk and melted butter, stirring until just combined. The dough should be soft but not too sticky.
3. **Form the Rolls**: Scoop out spoonfuls of the dough and form small rolls. Place them on a baking sheet lined with parchment paper, making sure they are close together but not touching.
4. **Bake**: Bake the rolls in the preheated oven for 12-15 minutes, or until golden brown on top.
5. **Make the Garlic Butter**: While the rolls bake, melt the remaining 1/4 cup of butter in a small saucepan. Add the minced garlic and cook for 1-2 minutes until fragrant.
6. **Coat the Rolls**: Once the rolls are out of the oven, brush them generously with the garlic butter mixture and sprinkle with fresh parsley if desired.
